She found it at the London Loop Knit Lounge where apparently there's a straight needle and circular needle pattern, but I couldn't find either pattern. So I took the straight needle pattern from Amy's blog and converted it to a pattern for circular needles pattern. I also changed the stitch count and decreases as the pattern wasn't working out for me as written.
The finished toque brim measures 19″ around
and 9″ from top to bottom.

Super bulky weight yarn (I used Lion Brand Wool-Ease

7mm circular needles (7mm are hard to find in US – try 8mm, but will make hat larger in size),16” length

What to do:
Brim
Cast on 56 stitches, join in the round.
Knit 2, Purl 2 and repeat on each row
until you have about 2 inches or until the brim is as wide as you
want it to be.
Remember that when you start a new row you
need to follow the same stitch as you see. As in if the 2 stitches below where
you are are purled, then you need to purl the 2 that will be above it
to keep the ribbed look going. This is helpful for if you can’t remember what
stitch you’re on!

Cut yarn leaving about a 10 inch tail. Thread yarn onto a tapestry needle and
carefully remove knitting needle. Run tapestry needle through the remaining 8
stitches and pull tight to close. Pull end
through to wrong side and weave in.
I made a pom-pom with a Pom-Pom maker. I used the Clover size large pack, smaller of the two in the set.
